The Noise Regulation Guide has been developed to help live music venues better understand how noise enforcement works and how to prepare for inspections and compliance requirements.
Supported by the Victorian Government via Creative Victoria, and developed with industry and regulatory input, the Guide provides a clear, practical overview of the roles and responsibilities of key regulators, including the Environment Protection Authority Victoria (EPA), Local Councils, Liquor Control Victoria (LCV) and Victoria Police. It gives venue teams straightforward guidance on what to expect during inspections, how complaints are handled and how to maintain compliance.
Designed as a training and operational tool, the resource includes a simple checklist covering essential documentation such as noise-testing records, complaint logs and risk-management procedures. The aim is to help venues embed good practices, respond to issues confidently and maintain positive relationships with authorities and local communities.
